Friday's pre-election positivchik

There was a reason to finish working days with a good mood and a sense of accomplishment.

Yesterday it became known that the State Duma in the third reading adopted an amendment to the Federal Law, which everyone had been waiting for. We are talking about reducing the threshold for the number of personnel of IT companies required to pay insurance premiums at preferential rates - from 50 to 30 people.

Prehistory

Exactly one year ago, the IT public was indignant: the State Duma made the last amendments to Federal Law No. 212- “On Insurance Contributions to the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation, the Federal Fund for Mandatory Medical Insurance and Territorial Funds for Mandatory Medical Insurance”.

According to the latest changes as of July 18, 2011, only those development companies that had been accredited had the right to benefits. In order to get under the exemption, it was necessary to observe two conditions:

1. Have at least 90% of income directly from the main activity.
2. Have a staff of at least 50 people.

We even made an open letter to the President , asking to somehow lower the bar, which small businesses in the field of web development were clearly unable to overcome.

And so...

Literally the other day on the official website of the State Duma it was reported that the long-awaited changes would occur in article 57 of that law. A quote from the third reading:

a) in clause 3 of part 2 ^{1 the} words “50 people” shall be replaced by the words “30 people”;
b) in clause 3 of part 2 ^{2, the} words “50 people” shall be replaced by the words “30 people”.

Recall that in the event of a successful outcome, many web studios and other developers will fall at a reduced rate of 14% on all insurance contributions (2011-2017) with a subsequent increase to 21% and 28% in 2018 and 2019, respectively.

This is instead of today's standard 34%. These benefits will come in handy, because the average share of wages in the industry is 85% of the total costs.

It remains to hope that Mr. President will also support the initiative and not devote attention to the sphere of high technologies.
