Farewell, GMT + 3: 00, hello, GMT + 4: 00, or time zones are shifted in Russia

As you may already know, Medvedev canceled the winter time , so this fall we will not be accustomed to turning the clocks one hour back.

But since we don’t have “winter” time (this is nothing but standard, standard time), but only “summer time” (to which we, as usual, move on this spring), this actually means a shift of all Russian time zones an hour ahead. That is, instead of the usual last GMT + 3 Moscow belt, we will live in GMT + 4 (in which we used to live only in summer).

PS Comment xn__p2a about the GMT abbreviation: UTC was introduced instead of the GMT scale in 1972. For all civilian needs, the UTC scale is now used, and time zones are indicated by a shift relative to UTC: UTC + 3, UTC + 4. The GMT scale has not been supported by anyone for a long time, all time sources (although NTP servers are in the internet, even GPS satellites, even ground time stations) now deliver time only in UTC.
Using GMT instead of UTC has long been wrong (well, back in the 70s and 80s of the last century, this was done according to the old habit, but in the 21st century this is completely unacceptable).
The fact that in the Windows time settings the time zones are indicated for unknown reasons by GMT is a file of their developers and a violation of international standards. For some reason they stupidly and corrected this situation only in Win7 and Win2008-R2 (there is already time indicated by UTC).

PPS From the comments with the discussion of the cancellation of the "winter time" against the cancellation of the "summer time" (which would be more logical) - but now in the winter it will darken an hour later!

PPPS I wonder how this will be legalized. Personally, I see several options:

1. We have already canceled the transition to summer time, and at 2 am on March 27, they simply transfer time zones one hour ahead (I think the easiest option)
2. We, as usual, switch to summer time, and at three o'clock in the morning on October 30 we simultaneously turn back and translate time zones, in the end, the time is not changing
3. Or, as Medvedev says, “we are canceling the transition to winter time,” extending the summertime effect for the whole year (which kills the whole meaning of the expression Daylight saving time is the most intricate version).
