How will the new law “On Personal Data” affect the Runet?

Our legislators again "pleased" the citizens of the Russian Federation - from January 1, 2010. The Federal Law of the Russian Federation of July 27, 2006 No. 152- comes into force on personal data , according to which the “information system” (in our case, any site) cannot store and distribute personal data without the consent of the person who identifies these data. Who could be affected by the new federal law?

First of all, social networks, as well as all sites where you can specify your personal data during registration, may become illegal. Habr also applies to those. These resources can theoretically be filled up with claims of “dissatisfied” users about the unlawful distribution of their personal data.
Also under the influence of the law are sites, databases that collect and organize data about other people - this is the opening of the encyclopedia, and sites with reviews. I myself am the owner of the resource that falls under the law, and therefore I am interested in this issue.

If you look at the law more globally, then any cell phone owner becomes his violators: the notebook’s contacts are personal data, the mobile owner is the personal data operator who processes them.

In fairness, it is worth noting that a violation of this Federal Law, in accordance with article 13.11 of the Administrative Code of the Russian Federation, entails a warning or the imposition of an administrative fine on citizens in the amount of from three hundred to five hundred rubles; on officials - from five hundred to one thousand rubles; on legal entities - from five thousand to ten thousand rubles.

And of course, no one has canceled our golden rule: "The severity of laws in Russia is compensated for by the non-binding nature of their execution."
