Demonopolization? Only not Beltelecom.

As the news on the website of the Ministry of Communications, on June 27, amendments to the law "On Telecommunications" were adopted. Some publications were quick to announce the beginning of demonopolization. Unfortunately, the sensation did not happen. Remained intact Part 1 of Art. 44, consolidating the monopoly of the “national operator” on “international traffic transmission and connection to the telecommunication networks of foreign countries”. Moreover, the reluctance to demonopolize Beltelecom is declared openly:

... to create non-discriminatory conditions for all telecommunication operators when connecting telecommunication networks and their interaction on the territory of the Republic of Belarus, establishing special obligations for telecommunication operators dominating the telecommunication market of the Republic of Belarus, retaining the national telecommunications operator of the exclusive right to pass international traffic and interconnection to the telecommunication networks of foreign countries to state Article 38 in a new wording, and in Article 44 to exclude the hour be second;

Are the trends clear? Well, keep silent about the fact that the updated version of the law "On Telecommunications" on the Internet is not available.
