Received a letter from Bill today - asking to open access to the search bot

That came today in the mail. I thought it was spam. Read it. If it is spam, it is incomprehensible. For access is really closed for their search bot. Since the traffic he eats is not childish, and does not lead visitors. Whether it's Google.

On the other hand, since when does microsoft care about a poor Israeli site with 5-6k traffic per day? Yes, and google search on the text and soap from the sent letter did not give anything. What would it mean? Just automatically send administrators of sites that have closed access to their bot?
