Where are we going to do the scroller?

Here I lived and didn’t bother, I didn’t even think about the fact that quite a lot (let's say;) people write on the ball in an unusual for me right side. However, everything is changing, and I had to deal with the layout of the Hebrew page. The first step is to write the global text direction for the pages:
* {direction: rtl}
And just by bringing the page into a divine form, I paid attention to a strange unusual picture - in IE, the scrollbar crawled into the left border of the browser window;) In FF (2.3), everything remained as it was. From the point of view of banal logic - the explorer does everything right, once we write from right to left, we will scroll by reading to the end of the last line, i.e. left. This is such a petition ... So, what am I talking about: the developers overlooked, is there a standard for scroll bars or in FF is this done in a different, more elegant way?
Threat: the question of the opera and safari remains open (hopefully, not for long;)
