Non-commercial site, does it make sense to change the outdated design?

First, I want to clarify, this is not so much a PR site that I accompany, but a question for the reading public, whether it is worth changing the obviously outdated and archaic site design, provided that the site has its own audience, the site performs its function, and there are very few resources to implement the rework (in fact, I alone). Immediately I warn you, the site with religious content, so I ask those with whom it may cause hostility, do not go under the habr-kat, okay?
For those who decided to look further, I want to note that I personally am not a designer at all, I have been working with Oracle RDBMS since 1994, and have recently been managing the software development department. It is worth considering when criticizing.
So, the site was ordered for $ 300 for a long time from designers, they naturally remained a link to the site, but inside I was decidedly defunct, if necessary. Now the site is spinning on perl + mysql + bash (yes, yes :) + files. In some places I screwed a “typographer” from Lebedev’s studio. I attached some CSS and a bunch of little things.
What I do not like: "brick" (inextensible layout), mysql (well, I orakloid), bash and perl. I'm thinking of transferring the whole thing to Oracle XE, it's free, and nice to me personally. But with the engine I will not stop at all, since all this is hosted at my home under Debian, then I can put anything (oh, horror, and if I get over with the habr effect ???). The people, advise, it makes sense vpritsya in such a mess? Or is it still not worth changing the design for the sake of design?
