Mobile operators have a strikingly different tariff scale on the Internet in different regions, but many of these tariffs either work all over Russia right away or require an additional option to be connected, which, nevertheless, can be cheaper than using the tariffs of your region.
It happens, sometimes I have to use only mobile Internet for a week, and even in another region. Traffic for this week is spent about 3 gigabytes, although I usually have enough gigabytes per month.
I would like to have some kind of SIM for travel and everyday use, where would be the cheapest traffic, but which operator and which tariff / package to choose? This is what I tried to find out. As you understand, SIM will be used all the time outside the home region, so this comparison does not claim to be complete, because I considered only those options that interested me. It should be noted that the calls and SMS did not interest me at all - I do not call and do not call me.

Megaphone
Let's start with the Internet packages MegaFon. Unfortunately, all MegaFon packages work exclusively in the home region, except for Moscow, and the “All Russia” option costs an impressive 10 rubles a day, so for myself this option I immediately excluded. Basic rates are also quite expensive, so I have not been considered.
Mts
As in the case of MegaFon, MTS packages work only in the home region, and only crazy will be using them in other regions - roaming in Russia costs as much as 50 rubles a day!
Tariffs from the “smart” series provide approximately the same Internet packages for approximately the same price in all regions, so I did not build a schedule for them, but if you are interested, you can find the raw data in the archive below.
Beeline
The “Highway” tariff grid from Beeline is quite interesting and works all over Russia without additional options. Unfortunately, when going beyond the limits of the package, small packages of 100 MB are automatically connected for a fairly high price, but if you do not have enough money in your account to connect a small package, then the speed is reduced. Watch this.
Beeline is a real giant in the number of different offers for different regions, so be careful, huge picture!
Tele2
In Tele2, the “Black”, “Very Black” and “The Blackest” tariffs only in some regions work throughout Russia. Tariffs sometimes also include calls and SMS all over Russia, so a SIM with these tariffs for people who make many calls to different cities may become the main one, given the relatively low cost of these tariffs.
Here , perhaps, the most interesting example. The only negative is paid incoming calls outside the home region.
Conclusion
So which tariff to choose? If you need 5-7 GB of traffic, then the best choice would be SIM Beeline from
