Director of the Information Analytical Center at the Presidential Administration of the Republic of Belarus, Oleg Proleskovsky, stated that not only the site administrator and the resource owner, but also the provider should be responsible for the information posted on the Internet. At the same time, he noted that in Belarus it is necessary "to strengthen the responsibility for illegal information on the Internet." In order to block access to undesirable resources, according to the authorities, content filtering will be used.
“At the legislative level, it is necessary, first of all, to strengthen the responsibility for disseminating information on the Internet that is of an illegal nature. If such information appeared on a website, the administrator, the owner of this resource, and the provider should be responsible for this, ”said Oleg Proleskovsky in an interview with the journal“ Belarusskaya Dumka ”, from which the state news agency BelTA published quotes.
“In terms of organizational measures, it is necessary to talk about the so-called content filtering. That is, about the software with which users or administrators of local networks could block access from computers controlled by them to sites that contain information that conflicts with current legislation or contradicts the norms of public morality, ”the director of the Information and Analytical Center said. .
Measures to regulate the Internet in Belarus are being developed by a specially created working group that studies the experience of other states in this field.
