The fact is that Russian delivery addresses for PayPal "currently cannot be confirmed." Well, as always. Americans create all sorts of difficulties for "Internet fraudsters", while not leaving ways for normal buyers.

The other day E-bay has updated the rules of the system of "mutual feedback" and has FORBIDDEN sellers to leave negative reviews about buyers.
