Personnel problem? How interested are performers in the work?

Again questions:

What do you think, why in Russia is such a strange situation with personnel? The more they study / study for some specialty - the less of them (not with diplomas) - intelligent ones? (It's my personal opinion).
It seems to be as it should be - many managers / accountants / economists / financiers / programmers / doctors / lawyers / ... taught ... - there should be competition - where there is competition, prices should decrease (in this case, salary) - not so? And in our country, the salaries of all the categories listed above are only increasing (or at least not falling), and besides, for this high salary (naturally relative to other industries) they still cannot find ...
If we consider the same Internet sphere - on the one hand, there seems to be a lot of performers / implementers, there seems to be some kind of competition leading to a reduction in the cost of work and an increase in their quality, and a desire to find customers themselves. But in fact - I do not observe this. To make a website with an offer, place information on boards, forums, in social networks is yes - there is. Placed and wait for someone to come - ask for something to do. And how often do you see companies that go out to potential customers (and interesting to them) and offer to “help” create a project / website / program, etc.? Do you practice this yourself? (and in what form do you do this?) This is not about spam - I am writing about direct appeals.
