August 5, 2015 on the website of the Federal Notary Chamber (FNP) published a message worthy of all developers. The PNP has announced a
competition for the development of a new Unified Information System of the Notary of the Russian Federation (EIS).
In accordance with the Fundamentals of the legislation of the Russian Federation on the notary, the UIS is an automated information system that should provide comprehensive automation of all processes of notarial activities and ensure information interaction of notaries with various government agencies. The legislators included in the EIS:
- an electronic register of notarial actions, which by 2018 is to replace the paper register with notaries and allow to transfer to the electronic part of the information that, in accordance with the legislation, can be provided to state bodies and other organizations
- electronic register of open hereditary cases, which will allow to apply for registration of the inheritance to any notary of the region in which the testator lived, and develops the principle of “inheritance without borders”
- Also, as part of the EIS there is a register of notifications on pledges of movable property, which allows you to determine whether it is pledged before purchasing, for example, a car, and thus avoid a situation where a purchased car can be taken away from the new owner.
In addition, the EIS should include various kinds of background information that will help notaries to more effectively carry out their activities. Accordingly, a number of procedures will be simplified when people apply to notaries for notarial acts, and citizens will not need to run through all instances to collect various certificates. All this can be done by a notary directly at his workplace.

The first stage of the system formation was long before the mention of information technologies appeared in the notaries legislation, therefore the prototype of the EIS created in 2006 had practically no development, since it was created using now obsolete technologies. As a result, the prototype of the ENI today has become similar to
spaghetti , that is, a jumble of heterogeneous development tools and technologies, which leads to permanent disruptions. All this does not help notaries now, but only complicates the work.
The most “advanced” in the field of information technology notaries of Russia worked on the Concept of the new ENI. All of them are members of the Commission on Information Technology under the PNP. And at the beginning of this year, the Concept was approved by the Board of PNP. By the beginning of July the Technical Assignment was developed and approved. The developer of TK was the company that made the prototype of the EIS. Therefore, the TK developer took into account almost all the “weak points” in the ENI. Thus, the old rusty steam locomotive, barely rolling on the rails of modern technology, will go to the museum of antiquity. And its place should be taken by a modern software and hardware complex worthy of the name - “The Unified Information System of the Notary of Russia”.
