For many years I have been using only licensed or free software.
I have a licensed version of the OS, and as an office application for several years I have been using free Google Docs.
At the same time, I am constantly confronted with the publication on public official websites of important public data in closed formats that require the installation of additional paid software. These can be drafts or texts of legislative acts, decisions of the executive branch, official statistics, forms of payment orders, bank details for paying the duty, etc.
')
This gives a lot of inconvenience. First, even if open office software supports the opening of some commercial formats, often in this case the layout of the document breaks and it cannot be printed without prior processing. Secondly, it is not always possible to open a document in principle. Thirdly, the availability of information is limited to certain limits without serious justification.
In this regard, I acted as the author of the
Public Initiative no. 19790 , in which I suggested the idea of not using closed commercial formats when publishing publicly available information in Russia.
More formally, the initiative is described in the text on the ROI website using the link above. I propose to discuss the idea in the comments.
