Open accounting in the Ministry of Education and Science of Ukraine

In 2009, Tim Berners-Lee spoke about open data and the future of the Internet in his TED talk. On the 10th minute, he, along with the audience, will chant "Raw data, now!" (Raw data, now). I recommend to everyone who has not done this yet, to watch this performance.



February 21, 2014, students occupied the building of the Ministry of Education and Science of Ukraine with the demands for change. Along with political demands, they put forward open bookkeeping requirements. Already on March 24, the new minister signed decree No. 85 on the daily publication of all accounting entries per day on the ministry's website. In itself, the discovery of data should not take time, but it turned out that the PWS did not actually have an accounting system, and, for example, the main book was kept on paper.

Today, the data is available on the ministry's website ( UPD: thanks for the new link: (Dump can be downloaded by reference ), and under the cut there is a short instruction on how to process data, a cable for a million hryvnia (about 50 thousand dollars), and why so far open accounting is not so effective.

Data acquisition


The entries for each day are in the CSV file, for their analysis the files must be downloaded, concatenated and converted from Windows 1251:

Now you can search for misuse of funds. Immediately, I would like to make a reservation that the Minister, although he agreed to publish the data, but in the end, only data from the PWS apparatus are available, which is only 1% of the ministry’s budget.

Open data can be a good tool for public oversight, and it is logical that officials resist. Perhaps the adoption of a law on “Openness in the use of public funds” will change the attitude towards open data in ministries and other state organizations.
