The problem with newbies

I can write to any blog, but I can not vote either for topics, or for the karma of users, or for comments.
I thought this was my one-time event and did not give it any attention. Since the main thing is the ability to write without restrictions.
But today, a letter has fallen into my mail, in which another new user asks why he cannot vote, although he wrote a post and got karma +7. After that, I talked to another habraznaky. He has a different situation. He was at Habré for several months and earlier he could vote normally. Then his karma dropped to -1, then again rose to the plus mark and he could vote again. But not long ago, his fall back into minus and reincarnation was positive (not long ago), but now he has the same problem. With positive karma, he cannot even vote for the topic.

I think this is some kind of problem with Habr. Creators - clarify the situation.
