Where to go to study!?

Just a day ago, I wanted to find out at a specialized resource (habr.ru) where I could get knowledge of the web page layout tools (courses, schools, maybe seminars), but apart from the minuses and a large percentage of judgmental comments, nothing sensible came out. Perhaps I somehow incorrectly expressed my thought and request, here is a link to the first question . But still, maybe someone knows where you can learn the craft of typesetting. We need the knowledge and skills of current technologies, without any metaphysics and philosophy, just learning the mechanisms and basic working methods. I did not want to hurt anyone, in particular those who believe that web design is an art for the elect, but I believe that art begins after you do not need to think about what you need to apply in order to give shape to your ideas. I'm still in the first stage and I just need to learn the craft. Please advise if you know where to do it.

What I want to learn: Photoshop (another editor for creating layouts), pairing dimensions, transferring a layout to HTML code with CSS, if it is possible to use javascript.
