Referral program - need advice

We want to implement a referral program for the site for sales and delivery of spare parts . General principles are known for the engine and statistics of such a program, payments will be made as a percentage of the order of each customer listed.

I would like to know if there are any rules, psychological nuances, according to which such programs work? Should I implement a multi-level referral system? Need any aggressive methods to promote your link? Are there any violations by partners? What problems do referrals and resource owners face?

We want to create an attractive system, that is, that it really works and people want to participate in it, post their referral links on forums and blogs. The money will not be small at the exit, regular payments, that is, from our side everything will be at the proper level.
