Correct transliteration: domain names from Russian names

There was a question at the junction of IT and language.

Are there any clear rules for transliteration of names, based on which one could uniquely choose the spelling of domain names in transliteration for completely arbitrary Russian words?

Let me explain: you won’t get confused with the domain name for Pushkino - pushkino.ru (although the domain already bought not the city, but the bank). But what to do when in the name (or another word that defines the domain name) there are the letters "", "", "s", "" and other difficulties?

I suggest several names for transliteration and ask you to explain on what basis it was done by transliterators who would like to unsubscribe here :)

I propose to practice the example of the names of settlements in the Moscow region (there are enough varied options): Zheleznodorozhny, Lyubertsy, Yuryevo, Beloozersky, Mytishchi, Shcherbinka, Elektrostal. If you have not captured any “difficult” combination with your own examples, please ask in the comments.
