I think to make a player on the basis of some OpenSource project with this function would not be difficult. Those. for example, display comments from the current location of the movie + a few minutes, and when you add a comment, it becomes attached to the current location of the movie or program.

The question is whether this function will be in demand, and also if someone has already implemented it, it would be interesting to see.
