According to the information, the eleventh AWS availability region is already available to use all of the above services, in particular - to create Amazon EC2 instances. However, judging by http://aws.amazon.com/ec2/pricing/ , at the moment the cost of the work of the instances is somewhat higher than in Ireland, for example, $ 0.060 per hour of uptime of the instance t2.medium (against $ 0.056 in Ireland).
