Windows taskbar at the top - is it meaningless?

I decided to drag the Windows taskbar upward, since this allows the standard shell to be part of the taskbar. And suddenly, it dawned on the advantage of this approach. The main control elements of the interface are the Program menu and the toolbar. And also a taskbar. At least for reference - what program is running. And it turns out that in windows you have to look up and down. And after transferring, I noticed for two days that I practically did not look at the bottom of the screen. Status lines do not count, their information content is extremely low.

Am I right? Who has any thoughts? Maybe that was what the MacOS designers thought about when they did; all control elements at the top of the screen abolished the taskbar.
Then the question arises, is the poppy Dock a step backwards? Mac users - you have the floor. How much attention is paid to the Dock in the daily work of the mac-user? Only please without holywar - but in the light of interface problems.
