Wi-fi on the passport. Denial!

The Moscow government denies the need for a passport. So everything is fine, exhale.

Wi-Fi users in public places in Moscow will not have to show a passport after the Russian government decides to ban anonymous access to the Internet through public access points. This was announced by the head of the department of information technologies in Moscow, Artem Ermolaev. He clarified that the decision will not affect public places. “The Wi-Fi points in parks, subways, universities, schools, hospitals in the city of Moscow will not apply to this. Use Wi-Fi and enjoy the Internet. We are talking about collective access points, and when that document was released, it was their universal communications services that had in mind. No one is going to limit Wi-Fi in common areas. This applies only to the points of collective access, which are actually funded as part of a universal communication service, ”ITAR-TASS quoted Mr. Yermolaev as saying.

Upd: as a man named Badiboy writes me quite reasonably on Facebook (by the way, this intelligent person still has read-only, so he writes workarounds)

I read all the discussions, including articles on Habré, comments and news. The problem is that no one seems to have read the resolution to the end.
And the problem is not on the second page, but in the last paragraph of the last page.

Is there an unpleasant item in the end of the paper?
===============
The contract with a subscriber is a legal entity or an individual entrepreneur, ..., provides for the obligation to provide the telecom operator with a list of persons using its user (terminal) equipment.
===============
This is it, about “WiFi”. This means that if the Internet contract is executed on a legal entity / individual entrepreneur, then any legal entity, including restaurants, must give out lists of visitors and employees sitting on its Internet, those who connect to its WiFi, house providers should issue a list of tenants who use their Internet users (not only the one with whom the contract was concluded) and I also don’t know what the fucking bunch is ...
In general, another meaningless and deliberately impracticable decision. For which it will be possible to take anyone for the testicles, because it is impossible to perform it.

UPD2: clarification from the Ministry of Communications, after which there are still more questions.
