To get started with Google Wallet Merchant registration:

Visit your Google Play Developer Console page.
Click the 'Set up a merchant account now' link
Once registered, visit the Google Play Android Developer Help Center to learn more about your apps, receiving orders, and receiving payouts.

If you’re previously associated with your Google Play Developer account, you’re previously associated with a Google Play account.
