Released untethered jailbreak for iOS 7.1. But strange

Actually, today the Chinese team 盘古 (PanGu) announced an untethered jailbreak for all devices based on iOS 7.1.1. So far, the utility is available only under Windows, promises to be developed for MacOS, etc.
In general, a typical picture that has been observed more than once. What's so strange about that?

The inscription on the picture reads 完美 越狱 - 盘古 iOS7.1-7.1.x - 感谢 pp 助学 鼎力 支持 - Completely ready jailbreak for iOS 7.1-7.1.x. Many thanks pp for mentoring and all-round support

And the strange thing is that when you go to the site of this team , then, after describing the necessary procedures, thanks, etc., at the bottom we see a small inconspicuous inscription

This means that the site has a license from the Ministry of Industry and Information of China for the right to conduct activities on the Internet.
You can check this license on many sites. I like the interface most of all.

As you can see, the license is real, and is issued to this particular site. With that in the field where the name of the site is indicated, it is directly written “Pangu JailBreaak”. And it didn’t cause any questions from officials from the Ministry of Industry and Information.
Already weird. What are the requirements for this license:
1) the authorized capital of a company that wants to obtain this license must exceed 1 million yuan (5.5 million rubles)
2) capital must be completely Chinese
3) it is necessary to provide a mountain of documents about the company, its activities, what will be posted on the site, etc. etc.
Accordingly, since when have the jailbreak communities been registered with the Ministry of Industry and Information of the People's Republic of China and they have a share capital of 5 million rubles?
Riddle
