Such severe punishment for sites, “in the presence of repeated and (or) gross violations of exclusive rights,” the Ministry of Communications and Mass Media has already proposed to the government, calling the life block as “a ban on distribution in Russia”. Failure to comply with the prescription is proposed to punish at least severely - a fine of up to 1 million rubles.
"Repeated" in the Civil Code is the repetition of a crime two or more times, forcing you to doubt whether to leave the right to unlock at all.
“These amendments are a coordinated position of the Ministry of Culture and the Ministry of Communications, the Internet industry is aware of the changes, it was discussed with it several times at meetings,” explains Deputy Minister of Culture Grigory Ivliev.
