Yandex Money: "It's not about you, it's about me, I'm sorry, we can not be together"

The other day, we received a letter from the Yandex Money administration stating that on May 16, amendments to laws No. 115- and No. 161- come into force. They will affect all e-money operators in runet. For users who do not pass identification, there will be more restrictions.

We want to warn in advance: the changes will come into force on May 16
in the laws № 115- and № 161-. They will affect all e-money operators in runet. We will also have to introduce new rules.
Those who are not identified will have more restrictions. First of all - on payments outside Russia. Let's see what happens and how to deal with it.

What will remain as before
You can:
1. Make purchases at Russian online stores that accept Yandex.Money.
2. Pay for any bills and receipts in the City payments.
3. To replenish the account by any means - in cash (through terminals),
from a bank card or from an account at any bank in the world.

What will change
The law says that now some operations require personal data. Without them you can not:
1. Pay at non-Russian stores - for example, the App Store or Skype;
2. Send and receive transfers from one account to another ;
3. Transfer money to Visa or MasterCard.

What should be done
If your passport is at hand, fill out a few fields on our website. You must specify the first name, surname, patronymic; number, series and date of issue of the passport; mobile number. This is enough to remove almost all new restrictions, and also to increase the limit on a one-time payment to 60,000 rubles. To completely remove the restrictions, pass the identification - a one-time limit will increase to 100,000 rubles, and you can withdraw money from the account by any means. In any case, your data will be protected by banking secrecy law ( this is just ridiculous - author’s comment ). We do not transfer personal information and do not use it for commercial purposes.

Of course, the majority of users, for a number of reasons (too lazy to look for an alternative, brand loyalty, etc.) will accept the conditions and pass the identification. The main problems for those who want to be identified will be for non-residents of the Russian Federation, for example, for Ukrainians there are several ways: 1) a paper (!) Letter to the office of the poison 2) identification through obmenka.ua (will cost $ 22, plus a personal meeting); 3) for having a credit history through Equifax .

But for the rest, and for us personally, in particular, such an identification requirement is the reason for refusing to work with Yandex Money, because One of the main reasons for using poison was anonymity. The benefit so far in Qiwi are silent about this ...

UPD: Changes in the laws should affect all payment systems, but this post is about Yandex Money because there is a reaction on their part - a letter to all users. The position of other payment systems is unknown, so they are not mentioned in the post.

You can still pay by card in Russian stores.
To pay in foreign stores and transfer money from the card, fill out the form and write to the support service to confirm the data.
To withdraw cash, you need to pass identification, as before.

If you have a passport of another citizen:
You can pay by card in Russian stores.
For all other card features, you need to be authenticated.
