Sites from the “black list” of Roskomnadzor can not block
An interesting precedent occurred in the Leningrad Region: the provider Vsevnet won a case against Roskomnadzor in the arbitration court about restricting access to the sites from the “black list”. The essence of the claims of the department: the provider did not unload the information from the site vigruzki.rkn.gov.ru every day and did not restrict access to information in accordance with Federal Law No. 149-.
The Arbitration Court of St. Petersburg made an acquittal of the provider, explaining that neither the licensing conditions of the provider, nor the rules for the provision of telematic services do not contain a condition on the mandatory blocking of prohibited sites from the corresponding registry.
It is probably very early to rejoice, but other adequate providers may well use the established precedent, including when trying to punish them for failing to register the registry.
