The Federal Law of the Russian Federation of May 5, 2014 N 114-FZ “On Amendments to Article 317 of the Federal Law“ On Customs Regulation in the Russian Federation ”” gives the government of the Russian Federation to regulate the norms for the importation of goods for personal use sent by international mail and delivered by the carrier to the physical person, without paying customs duties and taxes. This law was adopted by the State Duma on April 25, 2014.

Of course, the adoption does not automatically mean that the previously discussed limits of 150 euros will take effect immediately after the law enters into force, but the action itself is alarming. It means that change can happen unexpectedly and without discussion by the general public.

Adopted by the State Duma on April 25, 2014

Approved by the Federation Council on April 29, 2014

Article 1

To introduce to Part 4 of Article 317 of the Federal Law of November 27, 2010 N 311- “On Customs Regulation in the Russian Federation” (Collected Legislation of the Russian Federation, 2010, N 48, Art. 6252; 2013, N 51, Art. 6682) , stating it as follows:

"four. The Government of the Russian Federation, in accordance with the international treaties specified in paragraph 3 of this article, has the right to establish:

1) additional restrictions for the importation or exportation of goods by individuals;

2) the rate of importation of goods for personal use, delivered by the carrier to the individual, without paying customs duties and taxes;

3) norms for the importation of goods for personal use, sent by international mail to the customs territory of the Customs Union to one recipient, who is an individual, without paying customs duties and taxes. ”.

Article 2

This federal law enters into force 30 days after the day of its official publication.
