What is the IT community?

We are constantly confronted with the category of IT-community or IT-community. What is the IT community in reality, how is it characterized and different, for example, from the fishing community or the union of architects? Many IT professionals believe that it is possible to develop some common requirements for all. Someone even participates in national initiatives on behalf of the IT community ( one , two ).
