Airplane Challenge

I myself saw this puzzle on some of the forums about 4 years ago. Discussing a consensus did not come.
Imagine the situation. There is an airplane and a runway with some kind of coverage, which moves in the opposite direction of the aircraft movement. The speed of the aircraft during acceleration and moving the track is always the same. It turns out that the plane stands as it were, because the track is moving at identical speed, but in the opposite direction.

The question is: can the plane take off in this case? For example, take jet and motor flying devices.
