The amendment prepared by Alexei Mitrofanov (“Fair Russia”), Andrey Lugovoy and Vadim Dengin (both from the Liberal Democratic Party), is about creating a new category of users on the Internet called “blogger”. Deputies suggest that this category includes those who have a minimum of three thousand visits per day on their personal site or page on social networks. In this case, those who fall into this category will be entered in a special register, and will be able to earn money from advertising. Mitrofanov stressed that in the future it is possible to categorize bloggers depending on the number of visitors: "blogger", "super-blogger" and "old-blogger"

In addition, getting into such a register will oblige the blog owner to check the accuracy of the information posted, follow the rules of election campaigning, do not disseminate information about the private life of citizens, do not distribute extremist materials, specify the age limit for users.
Boring FinesFor violation of the established requirements, a fine is provided: for individuals from 5 to 10 thousand rubles, legal entities - from 10 to 50 thousand rubles. For violators who repeatedly fail to comply with the instructions of Roskomnadzor, a fine of 500 thousand rubles or stopping the blog for 30 days is foreseen.
How will they measure?
By the number of visits: If you have 3000 or more visitors - welcome to Roskomnadzor - you are a
dangerous criminal blogger.
Oddities
As usual, Roskomnadzor thinks that everyone needs it - he believes that all hosting systems and blogging sites should (!) Inform him about the number of visitors on blogs.
No, of course, it's clear that VKontakte and Mailru may be able to immediately reveal such information, but what about Facebook? Twitter?
It sounds much more funny that hosting companies should do this too, Roskomnadzor again offers to buy all DPI.
