The scandalous case of carelessness occurred on the website of the Belarusian guarantor of the WebMoney Transfer system (Tekhnobank OJSC). On Sunday, the site
www.wmtransfer.by was hacked and
distributed Trojan downloader.HTML.Agent.ij for several hours. The problem was aggravated by the fact that this malware is detected only with the latest update of Kaspersky Anti-Virus, so hundreds or even thousands of ordinary citizens who visited the site at that time to pay for utilities or replenish their mobile phone balance were infected. After the virus was removed, normal system operation was not restored for almost the entire day.
Note that such cases are written in the user
"Agreement with the guarantor of the system for WMB .
" In particular, clause 8.4 states that “the Party is obliged to notify the other Party of the occurrence and termination of force majeure circumstances impeding the fulfillment of obligations under the Agreement”. Naturally, there was no notice.
In addition, Tekhnobank OJSC violated clause 3.3.1
of the WebMoney Transfer System Code : “Each Member must follow the security procedures established in the System. Control over the implementation of procedures and safety standards by the Participants shall be exercised by the Operator ”.
')
Paragraph 3.3.3 of the Code reads as follows: “Upon detection of facts of the use of the System mechanisms by the Participant for unlawful purposes, the Operator immediately blocks the management of the Participant ID”. Thus, after this incident, the Belarusian “Technobank” risks losing the status of a guarantor altogether. The decision will be made by the administrator of WM Transfer Ltd.
