The reason for this note was a small, almost
imperceptible news about the restriction of access to Open Source and online education for countries that are in strained relations with the United States.
The following information itself is
far from new (release date of the article is 2008), but, in our opinion, right now is a good time to pay attention to this problem again.
')
For analysis, we selected from the
RSCI 100 most cited Russian journals for 2012 and checked which publishers published these journals.
It turned out that 42 of the hundreds of magazines belong to the Akademichesky Scientific Publishing, Production, Printing and Book Distributing Center Publishing House of the Russian Academy of Sciences Nauka Publishing House.
This name will not say anything bad to an ordinary person, quite the contrary, but only until he finds the cherished phrase in search: “Pleiades Publishing”.
It turns out that the founder of a publishing house with such a scientific and patriotic name is the American company
Pleiades Publishing, Inc.
Therefore, the questions “
Why is domestic science so poorly represented abroad? "And"
Why are the results of the scientific work of domestic scientists so difficult to evaluate? "You can answer simply -" 42 ".
To discuss the feasibility of such an organization of the publication of scientific periodicals in Russia from the point of view of national security, as well as the feasibility of targeting Western Web of Science and Scopus citation indices to assess the quality of Russian science, we offer readers in the comments.
In our opinion, to change the current situation, it is necessary at least to return the Nauka Publishing House to the national field, and, as a maximum, to change the entire system of publishing Russian scientific periodicals, basing it on the concepts of
open science and
open access that all civilized countries develop.
