US Republicans have issued a bill to maintain control over the domain name system

Today, three members of the US Republican Party submitted a bill that would prohibit the NTIA (US National Telecommunications and Information Administration) from transferring authority to the domain name system to anyone. The bill can be reviewed and passed during the year.


According to the authors of the bill - Todd Rokita, John Shimkus and Marsha Blackburn - any reforms in the administration of the DNS should be prohibited until approved by the US Comptroller General. (The Comptroller General supervises specialized management structures, one of which is NTIA).

“We have no right to allow the seizure of the Internet, as Russia seizes land in Ukraine. America should not give power to the so-called "interested parties", which will be governed by foreign governments. We require the government to report to Congress before introducing any reforms regarding the Internet, ”said Marsha Blackburn.

“In March of this year, we already saw that Russia blocked the opposition’s websites, Turkey banned Twitter, China introduced new restrictions on viewing online video, and the ruling clan in Malaysia is ready to impose censorship on the net whenever possible. This is not a question of theory. There are real authoritarian governments that will in any way impede the free flow of information. What do we gain from giving Vladimir Putin all over the world another territory to advance our plans to restrict freedom? ”Says Shimkus.

This initiative is a Republican response to the announcement by the United States government that it will take control of the DNS.

But, apparently, the Republicans either do not understand what they are talking about, or are engaged in overt provocation. Foreign experts do not hesitate to call this project meaningless and stupid.

As we wrote in the article on the statement of the American government, the question of the complete transfer of control of the domain name system is not yet. The US government reserves the final word for itself. If ICANN does not develop a “participatory DNS management model” that satisfies it, no reform will occur. ICANN also notes that the US government will not accept any reform option in which the management of the DNS will go to other governments or international political organizations.

Even if the bill is signed, it will not affect any changes in the structure of Internet governance.
