The idea of ​​creating a cheap hybrid cnc milling machine with human participation

I would like to discuss with you the idea (start-up) of a cheap hybrid milling machine with a cnc, with the participation of a person in the process of making models.

A small preface, for what it all. There are many programs for 3d modeling and sculpture, but there are two ways to transfer these models to the real world. In fact, this is 3d printing and 3d milling / turning on CNC machines. And if 3d printers for home use are at least affordable, then with milling machines, everything is different, plus milling machines require skills in drawing up management programs.

Go to the idea. It consists of making a machine that will process a small piece (say 30x30x30 cm). Fraser must repeat the mouse movements on the screen, but skip areas in which the model will be located. (I take a lump of marble and cut off all unnecessary from it. Auguste Rodin) In our case, layer by layer.
That is, in fact, you need to create a program that will not allow the router to cross certain areas on the screen, even if you brought a mouse there.
And since the milling process is stratified and using smaller mills (for finishing), this program needs to take into account the size of the milling cutter and, depending on this, keep the milling cutter farther or closer to the workpiece.
Thus, layer by layer, you can remove all unnecessary from your future model, the speed and depth of processing are controlled by the person himself, seeing how the processing goes, and the program restrains him so that he does not remove anything unnecessary.
What is needed for this: engines that will move the workpiece or a mill on three axes, a turning device so that it can process all faces of the workpiece (say a cube), a controller, software, a frame.

I suggest the whole community to create such a project "do it yourself" with open source and drawings. Cheap as possible and easy for everyone to afford.

Need to create:
1) Drawings of the frame, with the placement of guides, cutter motors, vice for the workpiece. (I can do so as I possess the necessary knowledge for this)
2) Choose a controller, drives.
3) Write a program that will be able to repeat the movement of the mouse, mill. And do not let the router on the selected area. Split 3d model into layers.
