According to Fitzpatrick, the changes will affect all users, not just from Russia. “Thus, if you are a Muscovite and are currently in the US, then your userpics will be loaded from San Francisco. If you are a resident of San Francisco, but are currently in Moscow, then you will get userpics from Moscow servers, ”he says.
Changes are aimed at improving download speeds, since most of what the browser loads is static static files. All other information (blog data, public and private records, large photos) will still be stored in San Francisco.
