
It is no secret to anyone that the efforts of tens of thousands of members of the rapid reaction force are aimed at the successful holding of the Olympic Games in Sochi. However, without the proper technical means, no policemen, rescuers, doctors will be enough to lead to support the vital activity of the resort city of high extent and ski resorts, flooded with hundreds of thousands of visitors from around the world.
By the beginning of the main winter sports event of the last decade, MegaFon designed and created in Sochi a powerful city-wide digital information collection and processing system called “Safe City”. This system includes:
• MegaFon digital communications network
• CCTV / HD camera itself with high-definition images and the ability to recognize objects
• City Situation Center
• Intellectual platform PSIM
The purpose of the Safe City system is to automate the response mechanism of the city special services (Administration, Interior Ministry, Federal Security Service, Emergencies Ministry) to possible emergency situations and prevent risks to human life and health using the most up-to-date telecommunication technologies.

Digital communications network and video surveillance system for Olympic Sochi
To monitor the strategically significant social infrastructure facilities and the streets of Sochi, MegaFon prepared about 1500 modern HD surveillance cameras. All information from urban video cameras at speeds in excess of 100 Mbit / second enters the City Situational Analysis Center. Videos are saved for 10 days. Video data coming from more than 300 cameras located on especially significant objects (railway stations, stations, airport, sea port, sports facilities of the Games, etc.) are stored longer - for 90 days.




To ensure the efficiency of data receipt and high reliability of information channels of the City Situational Center “MegaFon”, a special fiber-optic network was built for the project objectives.

The length of the MetroEthernet network is about 400 km, which includes 460 access nodes.
City Situation Center


The City Situational Center is the heart of the Safe City system, the construction of which was initiated by MegaFon. Information from outdoor surveillance cameras, telemetry data and other information is received and analyzed here. At the Center, 40 specialists are at the same time on duty, who carry out every minute monitoring of all incoming information and promptly transfer it to the appropriate city services.



The total capacity of the local data center (DPC), which became the basis of the information system of the Center, is about 2 petabytes. The backup power supply system of the Center is capable of ensuring its autonomous operation for 7 hours using a UPS, as well as a 200 kW diesel generator set.
Intellectual platform PSIM
PSIM stands for Physical Security Information Management. It is a software and hardware complex that collects fragmented information, automatically automatically analyzes and warns the operators of the City Situational Center in a timely manner about emerging threats or unusual situations. PSIM collects / processes information from local databases: urban utilities, social facilities and population; from navigation and transport services; identification systems of car numbers and other sources.

According to world experience, using PSIM in servicing cities allows reducing the number of crimes annually by 2-3%, increasing the efficiency of law enforcement agencies and rescuers by 20%, and also increasing the detection rate of offenses at various levels by 30%.
How does PSIM recognize potential threats? First of all, this is information from telemetry systems and city video surveillance. Parked cars, jams on roads, suspicious objects left in public places are analyzed.

The behavior of people and the masses is monitored: the spontaneous appearance of crowds, the intersection of roads in unauthorized places, the violation of traffic rules, the movement of lawns, etc. The surveillance cameras have built-in their own intellectual systems that register the violation of virtual boundaries established on certain objects, the entrance to the "closed" zone and the exit from it, the appearance / disappearance of objects in the frame, changing scenes.
So, PSIM detects some kind of event that requires verification or certain actions by public services. In the event of any threat or abnormal situation, information about this is automatically transmitted to the Incident Management System (IMS), which is part of PSIM. It contains algorithms for responding to any possible incidents. Depending on the development of events, IMS chooses one or another procedure, including automatic notification of various services and issuing tasks to the operators of the City Situational Center.

Conclusion
The implementation of the Safe City system resulted in higher efficiency of law enforcement agencies, emergency services, the Federal Security Service, the Emergencies Ministry, as well as a new quality of life for citizens and recreation of guests of the Olympic capital. MegaFon is ready to expand the geography of the existing Safe City system and participate in the implementation of similar projects in cooperation with the administrations of major cities.
