Representatives of the Prosecutor General’s Office of the Russian Federation, representatives of the Central Bank of Russia, representatives of the FSB and the Ministry of Internal Affairs took part in this meeting, which has the strict name “Meeting of the expert group under the Interdepartmental Working Group on Counteraction to Crimes in the Sphere of the Economy” In general, assessors are quite serious people who are now deciding whether to be or not to be cryptocurrency in Russia.
Judging by the name of the meeting, cryptocurrencies, first of all, Bitcoin, are considered in a negative way.
')
At the same time, as already mentioned in Habré, officials see such a few provisions that put the cryptocurrency outlawed. The new meeting finally clarified:
1. Monitoring the situation with the circulation of so-called virtual currencies (cryptocurrency) shows a growing interest in them, including with a view to legalizing (laundering) criminal proceeds.
2. According to the authorities, “a distinctive feature of Bitcoin as a virtual means for mutual settlements and accumulation is the lack of real value. The price for it is determined solely by speculative actions, which entails a high risk of losing value and, as a result, a violation of the rights of citizens and organizations holding it ”;
3. In accordance with Art. 27 of the Federal Law “On the Central Bank of the Russian Federation” “the official monetary unit (currency) of the Russian Federation is the ruble. The introduction on the territory of Russia of other monetary units and the issuance of monetary substitutes is prohibited;
4. The owners of cryptocurrencies today are deprived on the territory of Russia and other states the possibility of protecting their interests in court and administrative procedures.
Based on the foregoing, the participants in the meeting decided to hold a series of events that are devoted to the prevention of possible deeds in the sphere of money circulation in the Russian Federation.
In addition, an interesting phrase was voiced: "Taking into account foreign experience, further areas of work on the legal regulation of this sphere are defined."
Unfortunately, it is not known what events will be held, and what direction of work has been chosen by the participants of the meeting, there are no publications and press releases on this issue.
But it can be assumed that the cryptocurrency in the Russian Federation will, if not prohibited, then its circulation will be strictly limited. Of course, it will be difficult for the authorities to control the circulation of cryptocurrencies in Russia, for a number of reasons. But some restrictions, and quite serious ones, will surely be. There is no doubt about this.
