list of countries it says: “We are doing everything possible to expand this list, but for the time being we are not able to specify the exact time frame for resolving this issue.”
In fact, it is unlikely that Google "is doing everything possible." The list was last updated a year and a half ago, adding just a few lines to it. On the other hand, most likely, not all countries that actually can sell applications are listed. Perhaps it is just slightly out of date and not true.
