Google has launched the
Video Quality Report service , which shows how well the ISP works, delivering video content from the nearest YouTube CDN server.
Thousands of YouTube servers are installed worldwide. Despite this, often some of the servers are overloaded - and YouTube starts to “slow down”. In this case, it is faster to download video from a more distant server.
Unfortunately, Internet service providers themselves can create problems in the way of traffic, which violate the principle of network neutrality and limit the bandwidth for YouTube. Or simply the provider can not cope with the volume of traffic during peak hours.

Within the Video Quality Report project, providers receive ratings.
- YouTube HD Verified : You can watch videos at (720p and more) with fast content download at least 90% of the time. The data transfer rate from the CDN exceeds 2.5 Mbit / s.
- Standard Definition : You can watch standard definition video (360p) with average download time. The data transfer rate from CDN is from 0.7 to 2.5 Mbps.
- Lower Definition : even with a resolution below 360p, the video loads slowly and can stop for buffering. The data transfer rate from CDN is less than 700 Kbps.
Estimates are based on statistics collected from billions of watched YouTube videos. Information is taken into account for the last 30 days, so that Internet providers have the opportunity to improve their rating.
UPD. Apparently, the service shows an estimate for a small number of providers.
