Personnel crisis


I have long had a strong opinion that if you need to find a good average web programmer in Perm, then it’s easier to gouge out your eyes than to find one. A month of searching usually ends with 10–15 vague summaries and 5–7 dismal interviews. As a result, someone is taken to work and after a month or two is replaced by the following candidate. Are all yesterday's schoolchildren, who have just learned to install Apache and write php scripts on cookbooks, sure that they are required to receive at least 40K per month for their skills? If this is not a crisis of the industry, then what?
