Has “Chinese Internet” come to Russia?

A number of Russian providers blocked access to the Kompromat.Ru website for its users.

Over the past week, complaints from users about access to the site have become frequent. It turned out that, in violation of the operators ’license, a number of Russian primary providers blocked access to the Kompromat.Ru website for its users. By whose order it was done, it is still unknown.

Firstly, these actions lead to the loss of connectivity of public communication networks, which contradicts the one specified in art. 5 of the Law “On Communications” to the principle of the freedom to transmit messages over telecommunication networks and facilities in the territory of the Russian Federation.

Secondly, the operator’s users are not informed about the measures implemented. This is, in particular, in the case of the provision of services to individuals, a violation of Art. 8 and 10 of the Law of the Russian Federation of February 7, 1992 N 2300-1 "On Protection of Consumer Rights" (as amended by Federal Laws of January 9, 1996 N 2-, of December 17, 1999 N 212-), for which in accordance with Art. 12 of the same law, the telecom operator should be liable, as it did not timely provide its users with reliable information about the blocked (filtered) addresses.

In TransTeleCom, by phone +7 (495) 7856697, they could not give a clear answer, citing some “testing of the content filter”
