The program started in December 2007 and so far has affected three pilot districts: Tatarstan, Perm Krai and Tomsk Region. The package delivered for schools will include: operating system, office applications, development tools, graphics programs, antivirus software and an archiver.
However, there are certain difficulties in developing and maintaining free software. According to CNews magazine, today “the majority of domestic free software developers use foreign development environments (repositories) without having full access to the key components of the environment. And only a developed domestic development environment (own repository or repository system) will allow creating and maintaining free software products in case of closure of borders. ” According to CNews, such a prospect is possible only with the support of the state.

A similar situation with foreign repositories is due, to some extent, to the low informatization of software developers on domestic development tools.
