Will e-commerce snuggle up?

A small quote from the Message to the Federal Assembly in 2013: “I know that at the initiative of the fiscal authorities, the Government is preparing proposals for streamlining online commerce. This could also be one of the sources of funds for the development of engineering infrastructure (land plots for development) ”.

I plan to launch an online store (software) in a very short time, but in the light of recent events I wondered how to do it right:
1. As planned, everything is issued to a Russian company;
2. Spend time and arrange for the company in another country.
Or do you think it implies a simple increase in taxation on purchases in foreign online stores?

I suggest a little guessing.
