If the owner refuses, the site is blocked within 24 hours. For refusal to block the resource a fine in the amount of one million rubles will be imposed. This million will be paid by both the site owners and the provider.

Of course, all this causes a negative reaction from both individual users and Internet companies. For example, Yandex called the proposals of the Ministry of Culture "completely unfounded."
