From December 1, a subscriber intending to retain the subscriber number may apply to the recipient operator ( mobile operator, to the communication network of which the subscriber number is transferred ) with a written statement about termination of the contract with the donor operator and the transfer of the subscriber number.

The application for the transfer of the subscriber number shall include information:

• about portable number;
• about the subscriber (surname, name, patronymic, place of residence, details of an identity document - for a citizen, name (company name) of the organization, location, taxpayer identification number - for a legal entity);
• the date the subscriber submits an application for the transfer of the subscriber number;
• the date of commencement of services provided by the recipient operator;
• about the decision of the subscriber about the unilateral refusal to perform and termination of the contract with the donor operator;
• the consent of the subscriber to repay the debt for services rendered under the contract with the donor operator in respect of the transferred subscriber number;
• about the consent of the subscriber to switch to the advance payment system for mobile services

The application for the transfer of the subscriber number is accompanied by a contract providing for the use of the transferred subscriber number. This contract should indicate your new tariff.

The mobile operator, in whose communication network the transfer of the subscriber number is carried out, has the right to independently determine the date and time (hour) of the beginning of the provision of mobile communication services using the transferred subscriber number, which are specified in the mobile services agreement. The specified date of commencement of the provision of mobile services using the transferred subscriber number cannot be determined later than April 15, 2014.

In other words, all operators will be obliged to release the subscriber from the network with the number saved (to be a donor operator), and those who prepared the network will accept (recipient operators).



The amount of payment for the use of the stored subscriber number at the conclusion of a new contract is set by the recipient operator and may not exceed 100 rubles. The fee is not refundable if the subscriber number was not transferred due to the subscriber's refusal to transfer the subscriber number.

Information on the status of number transfer is carried out by sending a short text message to the subscriber from 9 hours 00 minutes to 18 hours 00 minutes.

Technological break in the provision of mobile services to the subscriber using the transferred subscriber number from the date of the provision of services by the recipient operator can be no more than:

• 30 minutes - to provide outgoing connections over the mobile network and send short text messages;
• 6 hours - to provide incoming connections over the mobile network from all subscribers of the public telecommunications network and to receive short text messages.

Quite interesting, but at the conclusion of the contract you will most likely have to sign an agreement on possible malfunctions of the cellular communication.

• until the technical readiness of other telecoms operators, incoming calls and SMS / MMS from their networks will not be accepted
• the ability to connect and / or use additional services is not guaranteed
• the replenishment of the personal account of the transferred subscriber number is possible in the salons, payment by other means is not guaranteed

What you need to know when moving to a new operator?

• The cost of providing services: 100 rubles for each number to be transferred
• You have connected current numbers in the same region where the new operator is working.
• Your numbers are federal, not urban.
• You have all the documents necessary to conclude an agreement on the provision of communication services.
• Must apply for transfer of numbers to a new telecom operator
• Balance and bonuses are not transferred. Balance can be obtained from the donor operator
• It is necessary to conclude an agreement on the provision of communication services with a new telecom operator
