Krebsonsecurity , ICANN decided to take this step five years after the author of this resource wrote her a letter asking her to find out whether Scott Richter, one of the world's most famous spammers, is the real owner of Dynamic Dolphin.
Scott Richter has been professionally engaged in spamming for more than ten years. Because of his activities, he had to sue companies such as Microsoft, MySpace, and Facebook, and pay each of them several million dollars in damages.
Participation in the distribution of spam, according to the rules of ICANN, can not be grounds for deprivation of accreditation. But they also have such a clause: Companies in which management positions are held by persons convicted of financial crimes cannot be accredited.

Scott Richter was
convicted in 2003 for buying and reselling stolen goods: from cigarettes to a Bobcat loader. He was sentenced to two years probation and 40 hours of community service, he also had to pay $ 38,000 for the loader, which was never returned to the owner.
The very same “king of spam” calls the incident a mistake of youth, considers himself innocent and is sure that he could prove his case if the circumstances had not interfered.
In 2008, it was not possible to unequivocally prove Richter’s involvement in the activities of Dynamic Dolphin. Only recently, ICANN was able to obtain information about who owns shares of a domain registrar. The investigation revealed that Scott Richter, previously convicted of a financial crime, owns 100% of the company’s shares.
In this regard, ICANN denied accreditation to Dynamic Dolphin. All domains registered with this company will be transferred to another registrar within 28 days.
