Each user is a mini-provider (idea for business)

I was sitting here recently in one cafe on the outskirts of our capital and complained that the mobile Internet, to which I am so attached, works in this area just disgusting. Hoping to switch to the free Wi-Fi of the cafe itself, I was surprised that my device did not find it, but I found a dozen and a half private networks from the residential floors of the house where the cafe was located.
Of course, every single network was under a password.

There was a thought that it would be great to implement the following functionality in home routers:
  1. In parallel with the main wireless network, another one is being created, for example Vasya_Pupkin_FREE
  2. When you connect to it, any client gets to the page where he is offered a convenient way for him to pay for the required number of Internet (for example, dollar / hour).
  3. When paying, the router provides access through itself to the pages of the main payment systems.

Thus, people, buying themselves a Wi-Fi router in most cases without making the slightest effort, would at least recoup their costs on the Internet.

I would also like to note that the presence of a wireless network even in the central metropolitan cafes, unfortunately, is far from a fact. Many would agree that it is sometimes easier to pay a dollar and do the work in 10 minutes at a good speed than to lose half an hour with unstable mobile Internet.
