The complex and very expensive system of automatic verification of biometric documents is necessary, says the author of the proposed project Franco Frattini. In 2012, the electronic database Visa Information System will be commissioned, which will automatically monitor how conscientiously EU guests comply with the visa regime and warn authorities about violations that are now very difficult to track down. And by 2019, passports with biometric data completely replace the old samples.
For residents of countries with which the EU has a visa-free regime today, the procedure for crossing the border will be somewhat more complicated, since they will have to submit their biometric data (fingerprints and digital face card) to one of the consulates before traveling to Europe. On the other hand, for EU citizens and frequent guests of the Old World who are credible with the authorities, it will be possible to avoid meeting with the border guards by using personal identity checks. For all other significant changes in the process of obtaining a visa will not happen.
