Unfortunately, if you read the title, you decide that there is a solution in the post, then I hurry to disappoint you. Here I’ve only asked a question that probably worries only me (although I think that many other state employees), and I hope that in a post some solution will be offered, or at least an explanation of why the methods proposed by me are unrealizable.
Today I would like to talk about huge. There is not even a terrifying amount of EDS in the state. bodies, which in my opinion is a colossal problem (including due to the spending of budgetary funds).
In my organization at the moment is used by different employees 26 EDS. In various fields of application. More precisely, there are fewer employees; some just have 2-3 e-signatures each.
I will voice the main problem of the post right away:
Why it’s impossible to give each employee 1 (ONE) EDS and simply add or delete the use areas in this certificate for any changes ?

What are we seeing here? Someone from specialists on 1 EDS, and someone just 5.
Is it really impossible to give a person 1 key, which will be spelled out all areas of use?
In this scenario, the number of EDS used will decrease from 26 to 14 (by the number of employees).
Unfortunately, I am not very familiar with all the nuances of issuing EDS by certification centers, and I myself guess what the answer will be from them: “And what should one person do with EDS issued by different CAs?”

In this situation (each person, each CA issues its EDS), we again get savings, although not so much. 20 EDS instead of 26 currently used. Total savings - 6 EDS.
The thing is that in addition to all paper work (and for each EDS you need a separate order, a separate set of documents in the CA), in this scenario, you will save budget funds (forming a CA certificate + media cost).
So the question to the experts is whether what I have described is possible. And if not possible, explain why?
PS:
I am not talking about the physical reduction in the number of carriers. I already use rutoken, in which each specialist has several containers. The problem is to combine several applications within a single container.
